When a dangerous undercover mission is required to put a high-powered drug lord out of commission, the job goes to the one man fearless enough to take on the task of infiltrating the biggest crime and narcotics syndicate in the Pacific Rim–Detective Kevin Chan. Chan's assignment begins in a prison labor camp where he's sent to retrieve a gangster named Panther, who will lead Chan to Panther's older brother, Chaibat, a drug lord so mighty that the authorities believe his capture will cut the Southeast Asian drug trade in half. Chan learns he won't be solo on this mission when he's joined by his new boss (posing as his sister), Director Yang, who's as elegant as she is skilled in martial arts. In order to break up the syndicate the two detectives–working undercover as Fu Sheng and Hana–must fight Chaibat and his gang in a series of explosive battles in and on cars, motorcycles, and finally atop a moving train after Chan swings wildly from a helicopter among the skyscrapers of Kuala Lumpur.

A police raid on a drug gang goes awry, and for detective Kevin Chan, nothing seems to go right from there. Even when the gang boss is brought to trial, he is acquitted when Kevin's evidence disappears from under his nose. His attempt to rescue a beautiful but reluctant key witness results in Kevin being wanted for murder and on the run from both the gang and his own squad. To bring the gang to justice he has to find the evidence and the witness–and stay alive long enough to convince his colleagues of his innocence.

Chou Sai-Cheong. a bitter supervisor of a Hong Kong private security company, teaches unusual guard tactics to new recruits such as electric mats, parachuting off burning buildings and counter-attacking gunfire. He was secretly observed by his new boss (Stanley Fung) and, unimpressed by his work, the new boss demotes Chou and promotes Chou's assistant Sam (Sam Hui). Under the leadership of Sam, Chou and new recruit Bruce Tang (Ricky Hui) encounter a slew of misadventures, including pursuing stowaways on a party boat. Bruce ultimately falls in love with one of the stowaways. Finally, they all get entangled in a plot to steal one of China's most prized treasures on display in Hong Kong, and in a plot involving some missing government money that the security officers were guarding.
