Shishikari is a remote island, which is behind the times. The island suffers from a decreasing population and declining industries. Keita Izumi begins to produce black fig on Shishikari Island. Because of his well received product, the island is close to receiving a 5 billion yen grant from the government, which is part of the government's policy to reinvigorate rural economy. The residents of the island are excited, but their peaceful days changes by the appearance of Mutsuo Omisaka. Keita and his friends Jun Tanabe and rookie police officer Shinichiro Moriya are suspicious about him. One night, Keita's daughter goes missing. Due to that, Keita, Jun and Shinichiro happen to kill Mutsuo. They decide to hide Mutsuo's murder to protect the future of the island and their families. It turns out Mutsuo was a psycho killer. Police officers come to Shishikari Island to catch Mutsuo.

In 2036, Ryosuke Fujii (31) makes a triumphant return to his hometown as a world famous photographer. An exhibition of his work is on display there and he meets up again with an old childhood friend, Kento. Kento shows Ryosuke a dinosaur he has made based on the legendary "Biwassie", the "Nessie" of Lake Biwa. One summer over 20 years ago, 11-year-old Ryosuke, Kento and his cousin Saki, spotted a mysterious, big, black object, apparently swimming on the surface of Lake Biwa. Naturally, few believed them, but Ryosuke learns that his late mother, Yumiko, a famous photographer, also saw the same creature and she had done a lot of research into the legendary Dragon God, Biwassie.

Noriko (Fumi Nikaido) prepares to take her university entrance exam. Her aunt Kie (Mayu Tsuruta) tells her to stay two weeks at her relative's (Makiko Watanabe) house as they went on a trip. There, Noriko meets Kie’s childhood friend Usagikichi (Kanji Furutachi), his daughter Tatsuko (Kiki Sugino) and his nephew Takashi (Taiga). The nephew came from Fukushima. Unlike Kie who is consumed by work, Noriko enjoys her short summer vacation.
