In grim, dull Vaslui, Cristi is a young police officer, conscientious, laconic, recently married to Anca, a teacher. He's tailing a kid who smokes pot and may be supplying his friends. Cristi dislikes the assignment: the kid's clearly not a dealer, an arrest would ruin his life, and, Cristi assumes that Romania will soon tolerate marijuana. His superior tells him flatly that the law is the law and to finish the case with a quick arrest. Cristi wants to follow the informant, a youth whose father is a builder. Cristi watches, he smokes, he writes reports, he wants to meet with the prosecutor. Can a cop have a conscience? Is the noun being modified "procedural" or "state"?

The lonely and silent rider Tae-suk breaks in empty houses and lives a normal life while the owners are traveling. He does not steal anything and moves from house to house without any loss other than food, and he cleans the houses, provides small repairs or washes some clothes to pay for the hospitality. When he enters in the house of Sun-hwa, he does not see the woman that is wounded in her room after being beaten up on by her abusive husband Min-gyu Lee. Tae-suk helps the hurt woman and when Min-gyu returns, he hits the husband with golf balls and Sun-hwa leaves her husband with Tae-suk on his motorcycle. When they break in the house of an old man, they find that the man is dead and Tae-suk provides funeral service for him. However, his son returns and Tae-suk and Sun-hwa are arrested by two abusive police detectives. He is sent to prison and Sun-hwa is forced to return home. But she never forgets him.

Ron, who's young, slight, and privileged, is sentenced to prison on marijuana charges. For whatever reason, he brings out paternal feelings in an 18-year prison veteran, Earl Copan, who takes Ron under his wing. The film explores the nature of that relationship, Ron's part in Earl's gang, and the way Ron deals with aggressive cons intent on assault and rape. There's casual racism, too, in the prisoners and the guards, a strike called by Black prisoners, and the nearly omnipresence of hard drugs. Ron's lawyer is working on getting Ron out quickly, Earl has a shot at parole, and death seems to be waiting in the next cell. Will prison turn Ron into an animal?
