Both Cool and Karl wanted to follow Ken. Ken claimed that if Cool could successfully cheat him once or win over him, he would then accept Cool as his protégé. Cool's step brother Lionel, an undercover agent, had disguised his identity in an international gambling mafia which had planned to form an alliance with mafias in illegal gambling from all over the world to control the result of soccer matches. Lionel had recorded the entire conference, with the criminal evidence kept in an imitated eye. The eye was coincidentally given to Rainbow, Ken's only daughter, which put her in danger. Do San (the God of gamblers) is a legendary gambler helped by his supernatural abilities. He undertakes to help a friend pay a debt by beating his friend's advisory at the card table. Master Kung and Lo Pa are two police officers of White Horse City, who have high skills but are underused. King (Andy Lau from the first God Of Gamblers movie) is a professional gambler who ends up in prison after murdering a man, at the gambling table, in self defense. Behind him he leaves a pregnant wife that he's neglected almost totally in favour of the cards. 5 years later King is released and wants nothing but to reunite with his wife and the child he's never seen. He enlists small time hoodlum Dragon (Nick Cheung, who also appeared in the subsequent Conman-movies) to help him locate his wife while also teaching him a thing or two about the art of gambling. King himself does not really want to return to the tables but is forced into action when the close ones to him are put into jeopardy…
